Umatilla County Jail Roster

The public page states that members of the public have access to information about individuals incarcerated by the sheriff's office. The research pass did not capture live inmate rows from the Angular app, but the app bundle exposed inmate endpoints and booking or charge fields that define the public roster's data model.
The roster is a custody tool. It is not the complete Circuit Court case file. A person may appear in jail records before a prosecutor files a charge, after an arrest on a warrant, or while waiting for a hearing. Umatilla County Jail Contact
The Umatilla County Corrections Facility is the county adult jail. The Sheriff's Office states that the jail processed more than 3,700 intakes in 2024 and had an average daily population of 175 adults in custody. It provides 24-hour medical care, mental health medication and counseling, addiction treatment, and other programs. In December 2024, the jail received Certification of Accreditation from the Oregon State Sheriff's Association.

Umatilla County Jail uses ViaPath Technologies and GettingOut for calls, voicemail, tablets, and deposits. Only inmates initiate calls. A person trying to contact an inmate may use voicemail, mail, or official visitation hours. If the inmate has no calling funds and it is the first call, the call may be free briefly, then payment or deposits are needed to continue.
Deposits are accepted at pay.telmate.com, by phone at 1-866-516-0115 with 24/7 bilingual customer service, or at the ViaPath lobby kiosk with cash or credit card. Voicemail can last up to 3 minutes and costs about $1.25, subject to slight variation. Tablets in dorms allow messages, approved pictures, music, movies, books, and online training resources.

Umatilla County Jail Mail
UCSO says inmates may send and receive mail consistent with safety, security, and constitutional rights. Books must be sent directly from a vendor to the jail. Umatilla County Jail Visitation
Visitation is by appointment and requires approval. An inmate may request up to four names after booking and housing. Jail reception investigates proposed visitors. Visits are no contact, through a glass partition, and use a two-way telephone. Approved visitors must call during business hours on the business day before the visit.

Visitors need a driver's license or photo ID with picture, name, and date of birth unless the visitor is a child with a parent or guardian. Visitors empty pockets, pass through a metal detector, and bring no items into the visiting area. The family visiting area is recorded and monitored.

The Umatilla County Corrections Facility is staffed by corrections deputies who work 12-hour shifts every day of the year. The research identifies 38 full-time corrections deputies, 5 civilian support staff, 3 corrections sergeants, and 1 lieutenant. Corrections deputies must be certified through Oregon DPSST and complete 40 hours of training each year. Captain Kenny Franks is listed as jail commander.
