Umatilla County Marriage License
Marriage licenses are issued by the Umatilla County Records Office, not the Circuit Court. Couples complete the online application and then finish the process with the Records Office. Pendleton marriage licenses are by appointment Monday through Friday from 8:00 AM to 4:00 PM. The Hermiston office offers marriage licenses Monday through Friday from 9:00 AM to 12:00 PM and 1:00 PM to 4:00 PM and does not require an appointment.
Both applicants must appear and show proof of identity unless completing the post-application process by mail. For the mail option, applicants email copies or pictures of both IDs to recordings@umatillacounty.gov, receive a secure card-payment link, and then receive the marriage packet by mail after payment. The county says the mail method is not recommended when the wedding is less than 10 days away.

Umatilla County Marriage Rules
Applicants must be 18 unless a 17-year-old has parent or guardian consent in person with valid photo ID and the child's birth certificate. Persons under 17 cannot marry. Applicants cannot be first cousins or nearer kin. Blood tests and medical exams are not required. A license can be issued one day after a final divorce date, but the applicant must know the exact date.
